Overview
In order to register a Federal Corporation 25% of the directors of your company must be 'Resident Canadian'. This means that if a Federal corporation only has one director, then that director must be a 'Resident Canadian'.
Provincial incorporations in Ontario, British Columbia, and Alberta do not have this requirement.

What does 'Resident Canadian' mean?
'Resident Canadian' means an individual who is:
a Canadian citizen ordinarily resident in Canada, or
a permanent resident who is ordinarily resident in Canada.
